Atlanta City Council approves Ryan Glover for MARTA board

An 11-0 vote by Atlanta City Council on Monday evening sends Ryan Glover, an Atlanta TV producer, to join the MARTA Board of Directors.

Mayor Kasim Reed nominated Glover, with whom he has a personal history back in college at Howard University. Glover is a television producer and current member of the city Zoning Review Board.

He’s one of three city appointments to the transit authority’s board.

Council Member Felicia Moore did acknowledge controversy about Glover.

“There’s been a lot of conversation about this particular appointment,” Moore told Council. There are those, she said, who “are concerned the appointee did not have or does not have any transportation experience.”

She said that filling this seat at the “eleventh hour” has been a concern. The Monday meeting is this Council’s last regularly scheduled meeting before the end of the term.  There’s also set to be one more special called meeting this year. A newly elected Council gets sworn in in January.

Moore said there have been concerns in the past about MARTA board members lacking transportation experience. She asked the city attorney to clarify law for the public.

City Attorney Jeremy Berry said that he doesn’t think there’s any particular requirement for such posts, except for being a city resident.

But Berry did say that Glover has just sold a business for hundreds of millions of dollars.

That kind of perspective, Berry said, is needed more than ever as the transportation authority is going to get more money (in the coming years due to a new transit sales tax.)

“I don’t think there’s a cookie-cutter mold for various appointments,” said Berry.

Moore said she would vote for Glover in the interest of consistency, as such posts have been filled in the past.

But she said she wanted the public to know that there would need to be changes to state law to change requirements for such appointments.

The appointment starts Jan. 1 and runs through 2022.
