Absentee ballots that came in torn or crumpled had to be flat scanned and the copy fed into the counting scanner. That’s why some were different stock with no folds. I don’t think everybody understands the new system.
If they were scanned the ‘crumpled’ state of the ballot would be obvious on the scan.
